Usually a lost leg — one of the two hot legs feeding the panel has failed, either at the utility connection, in the service mast, or at a main lug inside the panel. Everything on that leg goes dead while the rest of the house runs normally. It is worth an urgent call rather than a morning one, because a loose connection carrying full house load generates heat. Turn off large appliances in the meantime.

No. There is no handyman exemption in Oregon, and electrical work goes further than most trades: the firm needs CCB registration and an electrical contractor licence, and the individual needs an Oregon electrician licence. Anyone offering to sort your panel without those has no bond, no insurance and no place in the CCB complaint process, and their work can complicate an insurance claim later.
